I am also just curious to see if I can squeeze some more gaming juice from the Note 8. In order to gain real gaming perfomance increases you need to push the GPU, but in order to do that you will need a kernel that supports it. I only received my tablet last night and wont be rooting it until the weekend so cant say what settings ill be using yet.
You're not going to break it with SetCPU. If you overclock too much, the system will become unstable, then just back off. Also, the system will shut itself off well before any temperature possible of causing permanent damage was reached. I would absolutely take this precaution, as I've had to resort to it on my old HTC Flyer tablet became unstable, and bootlooped.
As long as you select this option, you're pretty safe. Other than that, just follow the basic rule of overclocking any computer, and push the clock up one or 2 increments at a time, then test for a few hours to see if the tablet is stable under various usage conditions.
Repeat until you've either reached a desirable clock speed, or encounter instabilities. Also, as you may already be aware, higher than "stock" CPU clock steps are normally not available unless you flash a custom kernel. The trickster app supports GPU overclock on Civato's kernel.

Since the kernel is set to that speed by default, it'll stay so until you change it manually.
CPU control apps may only do that since the kernel only allows that speed as the max so there's nowhere but down. There will be no conflict. You can only change it to frequencies the kernel allows.
Im going to play around with underclocking it I would love to tune the cpu voltage but just don't have the cojones. Has it become safer in recent times? The guides I read on google are from a few years back.

Undervolting can be dangerous if not done correctly and could damage your device. Go down in steps and use your device for a while after each step to see its stability. Do not make huge steps. Yes SoDs can occur if it is done too drastically. Read up more and try to learn as much as you can before attempting.
Its only as safe as you make it. You may also want to set profiles in SetCPU e. No problem for the help. Apps are a great way to go, especially SetCPU since you can make profiles to save battery!
I would not mess with the voltage though, you can completely fry your phone permanently I'd leave that to the pros.
